Rezoning # 553 Rosewood Investment LLC- Requests a Zoning Map Amendment from the Noble County Unified Development Ordinance, (Article 9.21) to rezone 2.001+/- ac from A1 to VM to allow permitted uses in Village Mix zoning - Office, General Services. Real estate is located in Section 25 of Noble Township, quadrant 200, parcel 030, common location known as W of 4577 S US 33 Churubusco, IN 46725. Final consideration by the Noble County Commissioners on October 25, 2021, at 10:00 am at 101 N Orange St., Albion IN 46701.

Commercial Solar – Commissioner recommendations to revise:

• Height Restrictions for transmission, substation or points of interconnection

• Equipment: modifications to require recertification, including an option of further review by Plan Commission if necessary

• Fire Safety Plan and add the Fire Chief to the Development Plan Committee

• Ground vegetation maintenance and site maintenance add conditions for failure to maintain

• Development Setbacks for non-participating landowner as submitted

o Include a setback for less than 3 ac parcels (currently existing) for 350’ from existing dwelling and 100’ from property line.

• Transmission lines in setback area add to Development Plan for consideration

• Removal of all project items below 4’ (48”)

• When to release the bond and include all offices necessary to review for completion

• Proof of Liability insurance:

o to protect the county for issues such as injury and damage caused by the developer/project owner

o Insurance must be reviewed and updated during the life of the project

o Include pollution liability insurance caused by the developer/project owner; include coverage amount.

o Proof of contractor insurance; include coverage amount.

o Proof of Insurance needs to exist during the lifetime of the development and through decommissioning

• Add an Indiana Professional engineer at the cost of the developer with expertise in Solar to review the Development Plan

• Recycle Plan

• Include the number of panels and location of each panel.
